Introduce a regression test that reproduces a bug in pmtu_ipv6_ipv6_exception which causes veth_A-R1's reference counter to remain > 0 after cleanup should have already completed.
On affected kernels/platforms, running this test will result in the following being displayed repeatedly in dmesg: unregister_netdevice: waiting for veth_A-R1 to become free. Usage count = 5
and future attempts to modprobe/rmmod ip6_vti will hang forever.
