Hello,
You should go to http://www.linaro.org/downloads/ and download the cross-toolchain you are interested in. We provide binary toolchain64 ready to install & use, and the source version if you want to rebuilt it yourself.
They contain all the documentation.

4.5 is now very old. I suspect you actually downloaded the source version.
I think you'd rather want to download a binary archive, which are located in the "Binaries" section, then choose if you prefer the Linux or the Windows version.
There is plenty of documentation inside (for instance as .pdf documents)

unzip one tarball, you can find the README and all pdf documents.
