Progress: * UM-2 [QEMU upstream maintainership] + Usual release work (rc2 now out) and code review + Continuing with systick timer refactoring. This has turned out a bit more complicated than I expected: had to do a preliminary refactor to move some stuff out of the NVIC device into the armv7m container; also needed to add support in the Clock APIs for frequency multiply and divide for the benefit of the stm32 SoCs which drive the systick reference clock at 1/8 the speed of the main CPU clock
