Actually in the meanwhile we have started with a approach to support PSCI handlers inside op-tee code.
We have been able to start the secondary cores via the PSCI_CPU_ON function call and place them into an infinite loop for now. The next phase will involve making the secondaries jump to 'secondary_start' inside the kernel.
If everything pans out properly, we will share the updates and probably some RFC patches for the same.

A bit late reply here, but ARM and Linaro are working on this support but don’t have a completion date planned yet (and so far nothing to share either), so I'm afraid you have to wait a bit longer to get anything official.
