I don't think I understand this line? It's not merged (still Open) and it's only about Juno for repo? But as stated above we will not include this in the release tag.

I checked PR486 and what you have merged covers it all I think, so release notes are good as it is now. 

So we are "Step 3/: Tests all platfforms". Could you
repo init -u https://github.com/pascal-brand-st-dev/manifest.git -m <target>_stable.xml -b newtag
and make some tests on your dedicated platform. Once ok, please add the "Tested-By" tag on https://github.com/OP-TEE/manifest/pull/7
I will see if I can test FVP and MTK.
