tcp: fix under-evaluated ssthresh in TCP Vegas

The filename of the patch is: tcp-fix-under-evaluated-ssthresh-in-tcp-vegas.patch and it can be found in the queue-4.14 subdirectory.
If you, or anyone else, feels it should not be added to the stable tree, please let stable@vger.kernel.org know about it.

With the commit 76174004a0f19785 (tcp: do not slow start when cwnd equals ssthresh), the comparison to the reduced cwnd in tcp_vegas_ssthresh() would under-evaluate the ssthresh.
