this is a backport of a patch that is needed to make "KVM: s390: wire up bpb feature" useful in 4.4. Without that the bpb feature is available but the guest does not know that it can be used.

Some facility bits are in a range that is defined to be "ok for guests without any necessary hypervisor changes". Enable those bits.
