iwlwifi: tt: move ucode_loaded check under mutex

The filename of the patch is: iwlwifi-tt-move-ucode_loaded-check-under-mutex.patch and it can be found in the queue-4.9 subdirectory.

If you, or anyone else, feels it should not be added to the stable tree, please let stable@vger.kernel.org know about it.

The ucode_loaded check should be under the mutex, since it can otherwise change state after we looked at it and before we got the mutex. Fix that.
