Thunderbolt controllers can be runtime suspended to D3cold to save ~1.5W. This requires that runtime D3 is allowed on its PCIe ports, so whitelist them.

This commit was at the end of a series with 30+ patches and depends on all the preceding patches. It cannot be backported on its own I'm afraid, hence should be removed from the 4.14 and 4.18 stable queue.
