That doesn't imply in any changes in the tools.
This one should only be in linux-4.20, not any earlier tree that does not also backport b7d624ab4312, otherwise the uapi headers are wrong.
I don't think we want b7d624ab4312 backported, it would only be useful if we backport all y2038 patches.
