net: ipv6: send unsolicited NA after DAD

The filename of the patch is: net-ipv6-send-unsolicited-na-after-dad.patch and it can be found in the queue-4.15 subdirectory.
If you, or anyone else, feels it should not be added to the stable tree, please let stable@vger.kernel.org know about it.

Unsolicited IPv6 neighbor advertisements should be sent after DAD completes. Update ndisc_send_unsol_na to skip tentative, non-optimistic addresses and have those sent by addrconf_dad_completed after DAD.
