drm/amdgpu: fix KV harvesting

The filename of the patch is: drm-amdgpu-fix-kv-harvesting.patch and it can be found in the queue-4.9 subdirectory.
If you, or anyone else, feels it should not be added to the stable tree, please let stable@vger.kernel.org know about it.

Always set the graphics values to the max for the asic type. E.g., some 1 RB chips are actually 1 RB chips, others are actually harvested 2 RB chips.
