xen-netfront: Fix hang on device removal

The linux kernel can hang in xen-netfront device removal preventing system shutdown and power-off. This patch fixes xen-netfront so it does not hang and shutdown can complete.
This is applicable to 4.1+ and has been tested on 4.4 and 4.14.
