Backport d2099d9f16db ("net/mlx5e: Fix validation logic in rate limiting") to linux-6.12.y

I see that a backport of commit [1] has been merged into the 6.12 LTS tree as part of v6.12.59.

I suggest commit [2] to be backported to linux-6.12.y too since it's a follow up fix for [1].

I tested the change and everything looks good.
