The changelog isn't available in www.kernel.org as https://cdn.kernel.org/pub/linux/kernel/v4.x/ChangeLog-4.9.77 returns 404 HTTP status.

Sometimes it takes a few extra minutes for such files to propagate. Let's wait another hour to see ;-)
