[v4.9, v4.14] qmi_wwan: apply SET_DTR quirk to the SIMCOM shared device ID

Hello!

Please apply commit 102cd9096356 ("qmi_wwan: apply SET_DTR quirk to the SIMCOM shared device ID") to the v4.9 and v4.14 longterm branches.

Note: There is no point in backporting it to earlier releases, as the affected devices need the "raw-ip" feature introduced in v4.5.
