This was fixed upstream in commit 455f9075f14484f358b3c1d6845b4a438de198a7.
Please backport this fix to -stable for 6.9, 6.8, 6.6, 6.1, 5.15, 5.10, 5.4 and 4.19 branches to allow correct TSC operation on existing distros using these kernels. The patch cleanly applies to all of these latest -stable branches.
