[PATCH net] igb: set max size RX buffer when store bad packet is enabled

The size of the RX buffer determines the number of pages allocated which may not be sufficient for receive frames larger than the set MTU size. With KASAN or KFENCE, this use after free will result in a BUG from the idle task, and a subsequent kernel panic. Switch ima_free_kexec_buffer over to memblock_free_late to avoid that issue. [PATCH 5.15 1/2] torture: Avoid torture-test reboot loops

This is almost always counterproductive, needlessly consuming CPU time and bloating the console log.
