That's how it works. VM must run a guest-level VCMDQ driver that separates accelerated and non-accelerated commands as it already does:
accelerated commands => VCMDQ (HW) non-accelerated commands => SMMU CMDQ (SW) =iommufd=> SMMU CMDQ (HW)
